Our mission is to connect investors and companies with nature-based and technological climate solutions, scaling the supply of high-integrity projects through market based initiatives and accelerating the flow of private capital across the sector. Carbon is rapidly evolving into a mainstream asset class. Our aim is to ensure that as the market scales, it does so with integrity, credibility, and impact.
Who We Are
Atlas Partners was formed by experienced practitioners with over 50 years of combined expertise in carbon markets, climate finance, and impact investment. Combining experience in policy and government with leadership roles at established carbon markets organisations - including Respira International, IETA, Permian Global, ecosecurities, and SEFE Marketing & Trading - we offer a unique blend of technical and commercial expertise, market knowledge, and execution capability.
Team
Will Close-Brooks
Will was part of the founding management team of Respira International and has more than 20 years’ experience in carbon markets and impact finance. He has led the origination, due diligence, and structuring of multiple carbon credit transactions, across CDM and voluntary standards. Drawing on his background as a carbon lawyer, his work spans project marketing, fundraising, and structuring blended finance with DFIs and private market investors. Will combines deep market insight with a proven execution record.
Eva Weightman
Eva is a climate and carbon markets expert with 20 years of experience across government, private sector and international NGO. Eva played a key role in launching EU Emissions Trading System in the Czech Republic and built her commercial experience in the early global carbon markets. She has held senior roles at IETA and Respira International, where she led corporate relations and business development with global buyers and investors. Eva brings strategic insight, strong communication skills, and a deep understanding of market and policy dynamics, enabling her to convene stakeholders and deliver collaborative, impactful solutions.
Josh Schaefer
Josh has over 15 years of experience in climate finance, with a focus on investment and commercial strategy, capital mobilisation, and transaction structuring. At Respira International and Permian Global, he led portfolio development and originated carbon investments across multiple geographies. He has structured carbon offtakes, built capital partnerships with development finance institutions, and designed financing approaches that mobilise investment at scale. With deep expertise at the intersection of markets and finance, Josh has overseen many large-scale carbon project investments and brings a rare blend of technical insight and commercial acumen to every transaction
